Halo Vista Development Breaks Ground Near Major Semiconductor Hub in Arizona

A major new mixed-use development is taking shape in Arizona, as the 2,300-acre Halo Vista project breaks ground just north of Phoenix. Positioned directly beside Taiwan Semiconductor Manufacturing Company’s $65 billion fabrication campus, the $7 billion scheme aims to create a “city within a city” centred on innovation, industry, and community living.

Led by Willmeng Construction, initial works are now underway, focusing on site preparation and essential infrastructure. Once complete, the master-planned development will deliver nearly 30 million square feet of mixed-use space, spanning industrial and manufacturing facilities, offices, retail, residential units, and educational amenities.

The project is being co-developed by Mack Real Estate Group and McCourt Partners, following the award of development rights by the Arizona State Land Department. Early tenants are expected to include Costco, an auto retail hub, and a dual-branded hotel development under Marriott International.

Strategically located along Interstate 17 and Loop 303, Halo Vista is designed to capitalise on the rapid growth of the region’s semiconductor ecosystem. The nearby TSMC campus has transformed the area into a focal point for advanced manufacturing and technology investment, attracting talent, suppliers, and complementary industries.

As Phoenix’s construction market stabilises following a period of rapid expansion, developments like Halo Vista highlight a shift towards carefully aligned, demand-driven projects. The continued influx of investment into semiconductor infrastructure is reinforcing the region’s position as a key hub for innovation and long-term economic growth.
